HC allows students to apply online & offline under management quota seats in IP univ

The Delhi High Court made a significant decision on Friday, allowing candidates to apply for admission in management quota seats at Guru Gobind Singh Indraprastha University (GGSIPU) through both offline and online modes. The bench of justices Suresh Kumar Kait and Neena Bansal Krishna modified a previous order by a single judge and clarified that seats already filled under the management quota by colleges for the academic session 2022-23 should not be disturbed. However, the court ruled that remaining candidates have the option to apply using either offline or online methods.

This decision came about as a result of an appeal lodged by a college affiliated with GGSIPU, which challenged the circulars issued by the Delhi government concerning the online admission process. The government claimed that these circulars were implemented to ensure fairness and transparency. They required the creation of an online portal that would display the availability of seats under the management quota, categorized by branch and college. Additionally, candidates were required to submit their applications online, and the merit list would be published online as well.

The Vivekananda Institute of Professional Studies, the college that appealed the circulars, argued that the offline mode of filling management quota vacancies has been in practice for the past 25 years in accordance with the rules. While they have no objections to online admissions, they maintained that the direction for such a change should come from the lieutenant governor rather than the Delhi government.

In response to the appeal, the Delhi government and GGSIPU have been asked by the court to issue the necessary orders for compliance within a timeframe of two weeks.
